Kommersant: the «procedural revolution» that lawyers have been talking about for so long has been accomplished

Olga emphasized that one of the important events in the field of law and jurisprudence was the «procedural revolution», which created a background for improving the quality of legal services in the field of judicial representation (mandatory presence of a diploma confirming higher legal education). The amendments also unified the procedure for appealing judicial acts in a civil proceeding similar to the arbitration process, introduced new procedural institutions (for example, a class action institute) and expanded existing ones. These changes are intended to strengthen the principle of impartiality, reduce the burden on judges, improve the effectiveness of judicial protection in general, and improve the competitive environment in the legal services market. It is worth noting that the “procedural revolution” held in 2019 was generally positively received by members of the legal community.
